I can confirm that after the latest update of gtk3, everything is working hunky
dory. LO6.1.x and LO6.2 are both showing help information on the toolbar icons
for both Debian and Arch. So, the problem

I have investigated further, and my findings are as follows:
Siduction (Debian):
LO1:6.1.3-2, pop-up help works fine if libreoffice-gkt2 package is installed,
and libreoffice-gtk3 package is removed.
