Description:
In a nested list with some unnumbered/non-bulleted entries and associated
subpoints, trying to move the unnumbered/non-bulleted entries with its
subpoints gives inconsistent or unexpected results.
The problem occurs with the 'Move Down/Up with Subpoints' functions as well as
with the 'Demote/Promote One Level With Subpoints' functions.

When one tries to move or demote/promote the entry with its subpoints, the
entry is not displaced with its subpoints but:
- either with the entry above (if it is a numbered/bulleted entry)
- or with the last subpoint of the entry above (if the above entry has
subpoints - whther or not they are numbered/bulleted)
- or not moved at all if the entry above is an unnumbered/non-bulleted entry

Further, when one tries to move an unnumbered/non-bullted entry UP, the entry
moves up two levels and not just one.

See attached document for a test case. It is difficult to list all combinations
of possible configurations but it is easy to alter the configuration in the
document by using the more elementary 'Move Up/Down' and 'Demote/Promote One
Level' functions of the Bullets and Numbering toolbar.

Steps to Reproduce:
1. Open the document
2. Place the cursor on one of the unnumbered/non-bulleted entries
3. Move the entries usint the buttons 'Move Dow/Up with Subpoints' or
'Demote/Promote One Level with Subpoints' from the Bullets and Numbering
toolbar

Actual Results:
See description above.

Expected Results:
The simplest behavior would be that unnumbered/non-bulleted entries are treated
the same way as numbered/non-bullted entries.
A more elaborated behavior would be to move the whole entry, including all the
sublists or subpoints it contains.
