You are right, it's in the local settings, but when in your LO all settings are
correct (german/Austria) and the standard is US letter, you are not immediately
able to find the solution.

In My LO the language was german and the region was Germany. However the page
format was US-Letter.
I changed the language and the region to USA. Restart
