Suppose I want to customize one of my menus.

I open the Tools | Customize dialog, select the appropriate menu as the target,
scroll down, and select some point - or rather some item - where I want to add
a new command. I locate the command on the left, and press the rightwards
arrow.

Expected result:
New item added either before or after the selected item

Actual result:
New item added at start of menu, and the listbox scrolls up there

Only without a selection would it make any sense to add an item at the
beginning, and even then not necessarily :-(
