I have seen this behavior in every version I have used, including 3.5 - all of
the libreoffice versions released on gentoo, plus all openoffice releases (I
don't recall the first one I used).

I the behavior mentioned in the comment 2 on Linux (SLED11-SP1).
I think that the version might be more important than the vendor. We most
likely changed the behavior between LO-3.3 and

I might not have been clear enough in the description.
In the Options / Load/Save dialog there is an option to select the "Always save
as" type for Text Documents, Spreadsheets, etc.
