I don't have an US keyboard so I can't guarantee, but I tried the following

If I had two monitors enabled (and the bug was triggered as expected) but I
- Close writer
- Disable the 2nd display *without rebooting nor restarting X11*

The problem only appears when I type the character using the keyboard.
If i copy 'รก' and paste it, it goes fine, but if i try to write it using the
