Problem description: 

Steps to reproduce:
1. Create an Arc shape/Double arrow will do either
2. Right click, select ,,Position and size''
3. Rotate it by 90 or 270 degree by clicking the ,,star'' => Lags
4. Try to select it by frame

Current behavior:
=> you have to draw the Frame much bigger than the shape
Expected behavior:
=> It should be enough at least if the square around the theoretical outer
circle is inside the selection frame, better just the ,,used'' part of arc if
its an small part of the arc.

Win XP
