Hi Jonathan, it's not possible to insert a page break inside a table. Your
document is not correctly built. 
What you should do first is design a table that will serve as a template for
the others, then select your table and menu Table > Autoformat to save your
template and use it after through your document.
The function that will allow a new table on another page is set in the table
properties: right click on the table > Table > Text Flow > Page - Break -
After/Before. After in your case is the right choice.
Another solution is to split the table, select the row where you want your new
table to begin (in your case Signatory Clerk), then right click > Split table >
No header > OK. It works in your document for me. I close this bug as wontfix
as this is not a bug but something you didn't know how to use. If you need
