Yes, it's an ISP-related issue.
I agree with updating the wordings on the download page, so that people can
still download LibreOffice with ISP bad configuration.

yeah, not much we can do. We could restrict access to some network blocks or to
country or similar, but that of course would then affect those users who don't
have the routing problem.

mentioned, and the actual .dmg file is redirected to the best picked mirror
site, which is unreachable at my hosting

and Hashes' link that located at the bottom of the big green download button
(near 'Torrent' link).
