As this is not related to particular image, the label should be in plural, also "image" should be lowercased -> expected label: "Save images as". How to get the dialog: In Impress, choose File - Export, select "HTML Document (Impress)" and go to step 3. This was introduced in 4.2 by changing the term "Graphics" to "Image" (bug 70998).
