Like Stuart, I am not sure this request is very useful.
+ Afaik, Microsoft generally does not like the developer habit of using the
start menu to link to web pages, uninstallers etc.

wrt all OS: e.g. on Linux there is no deep menu structure: there is a
(distro/desktop-defined) top level "category", were LibreOffice falls in
"Office" or "Productivity" and there are no further subfolders
