Problem description:

In proper 'title case', all words except articles, conjunctions and
prepositions should be capitalised. But in Libreoffice, 'title case'
capitalises every word.

Steps to reproduce:
1. Select a line of uncapitalised text.
2. Go to: format/character/font effects/effects/title
3. The result is that every word is capitalised. 

Current behavior: All words are capitalised when using title 'title case'.

Expected behavior: I would like to see two options: 'Capitalise every word'
which does just that, and proper 'title case' where all words except articles,
conjunctions and prepositions are capitalised.
