Case illustration.

Steps to reproduce:
1. Create a new document. 
2. Edit the page style. In text grid tab, set Grid to "Grid (Lines Only)".
3. Insert a table, put some text in the table.
4. Enlarge the row height so that it is easier to observe the alignment.
5. Select the cell and set it to align to center vertically.
6. Select the paragraph and turn off "snap to grid" doesn't work.

Expectation:
When text grid is enabled, the text should be placed to the closest grid line.
In this case, it should be one of the grid line around the cell center in the
table.
