yes, my 20 gig toshiba HD makes quick scratchy noises too.
Its movements must be 5X more precise than a 4gig, assuming the same # of platters.
It may be spinning faster as well.

Yes, Win 98 had the IDE Controller set to "disabled" !
That could have done it
