information, those tests have to come
after AC_PROG_LIBTOOL. There is another important change: by default,
the `libtool' script will only be created at the end of the configure
run. Use LT_OUTPUT to enable earlier build of the script.

When he used the two patches above, he reports everything worked fine for the
PLplot shared library build so these patches are what we are going to
recommend for all our MinGW/MSYS users.
For what it is worth, I also tested the two patches on my Linux system
(Debian stable), and it did no harm, i.e.

Early on, we found that shared libraries could not be built on MinGW using
the libtool approach. However a recent concentrated effort found two issues
whose solution solved the shared library
