apparently there's been abuse of free CI minutes on gitlab.com to mine
cryptocurrencies. The operators had to do something about it, see
https://about.gitlab.com/blog/2021/05/17/prevent-crypto-mining-abuse/
In short, new users registered today or in the future have to add
credit card
