How do you expect LilyPond to realize if your two alternatives are
for 1 + 2-4 or 1-2 + 3-4 or 1-3 + 4?
For situations like these, read the section on "Manual repeat commands"
in the manual.

The idea is that only the 4th repeat has an alternative. But the result is that
the alternative shows up all right, but labelled "1-3" instead of "4". What am I
doing wrong, or is this a bug?
