I agree this would be an interesting option.  A few observations:

-If we located some town service at the Lincoln Mall, the RLF would _not_
have to lose. rent.  The town could pay rent.  The way our line item
budgets are structured now (I do not know if this is due to tradition or
perhaps a legal requirement), the cost of town-owned facilities is not
allocated to the department(s) using those facilities.  Thus, if we build a
new facility for the COA and rec dept., neither of those departments
operating budgets reflect the amortized cost of constructing that facility
or the depreciation associated with a facility.  If a department had to pay
rent for space as part of its operating budget, those operating budgets
would look bigger than they are now, but we would all get a more
transparent and more accurate picture of how much we are actually spending
in order to provide a particular town service.

-There is another variant of a south Lincoln proposal which would also be
worth considering.  The COA has stated that there is
inadequate/inappropriate office space at Bemis to allow its personnel to
deliver services which require privacy.  We could rent space for COA
offices/administration in vacant space in south Lincoln at the inbound
train stop (I can't remember the name of that building but it has lots of
vacant office space).  COA group activities could be held elsewhere.
Exercise classes could just be held at the rec dept in renovated pods.  As
has been remarked in other posts, there are various nice places around the
town that are suitable and available for "gatherings or group/club
meetings."  There might be an advantage to having all COA activities in the
same location as the COA administration, but I cannot see that this is
"essential to have regardless of cost."  A definite advantage to having COA
administrative/social work personnel in offices at south Liincoln is that
it is walking distance from Lincoln Woods and Ryan estates, and any
potential affordable housing that gets constructed in the station area in
the future.  This sure sounds better to me than the talk of the town
sponsoring a shuttle bus between south LIncoln and a ballfield road
COA/human services facility.

In my experience, from the very beginning of the community center process,
there has been an unwillingness by the various community center committees
to think about concepts that were not monolithic "one building, all COA and
rec dept services together."  That isn't inherently a bad concept, but we
have certainly learned by now that it is a very costly approach.  There are
other ways to address the problems that come with locating COA/human
services at Bemis.
