I think the number of people the satellite service was to cover has not changed. What has changed is the estimate of what proportion of those people in the satellite footprint would sign up for a connection. The original plan woefully underestimated the proportion of people that would want a sate

The original plan was for satellite to cover about 200,000 premises. That was said to be about 3% of the population. Under the Coalition, that figure went up to 435,000 premises. That was also said to be 3% of the population. Now, it's 412,000 premises and still 3% of the population.
