I've been using http://rsnapshot.org for many years. Yes, it's an rsync
wrapper. Should be available most distro package libraries.

Check your Apache error logs.
My guess is that the user running your Apache server (I.e. www-data if
you're on Debian) is not a member of your webusers group.
