This looks like a total RPM packaging meltdown on the part of Tivoli.
The TIVsm-BA.s390.rpm package requires a file (libApiDS.so) that only
comes in the TIVsm-API.s390.rpm. (The 64-bit API RPM delivers
libApiDS64.so instead.)
As Mark Wiggins pointed out, the 31-bit version works just fine on
64-b
Except TeraTerm doesn't support SSHv2 at all. So, I think it's
something else going on.
