I had no problem downloading it to my Mac and double-clicking on it to unpack
it to a folder. Of course, I didn't actually install it on the Mac but I was
able to read the .h documentation files.
I used Apple's Safari. I suggest you try other browsers, perhaps on a PC or a
Mac.

Is it possible Neale that the browser you used, tried to be helpful
and decompressed it? I had that problem early on using what was
delivered with earlier releases of Slackware Linux. I needed to
configure the browser to stop doing that.
Of course I'm only guessing here.

The tgz suffix implies it’s gzipped but it’s not:
[neale@aussie-1 ~]$ file qclib-1.0.0.tgz
