My guess would be a problem with the installation parmfile.

Does your installation parmfile contain an "enccw0.0." parameter? If so
this needs to be changed (as pointed out in a previous post by Christian).

Example for RHEL 7:

  ip=x.x.x.x::x.x.x.x:x:x:enccw0.0.bdf0:none

How it needs to look like in RHEL 8:

  ip=x.x.x.x::x.x.x.x:x:x:encbdf0:none

If this doesn't solve the problem, could you share the installation
parmfile contents (minus the sensitive data).
