Thanks Neale. No, rng-tools is not an available package for SLES15. That's why I tried haveged which was what was installed on SLES12 and is still available for 15 but when you install 15 fresh, it does not install haveged. SUSE support says that engineering is working on the issue but that's been going on for a while.
