EXEC then initializes VM:OPERATOR which drives 3270 console(s) that are CP ATTACH-ed to OPERATOR. Works for SHUTDOWN REIPL too. We never experience "I can't find a console" disabled wait state. Whenever we want to IPL to a 3270 console we IPL with a LOADPARM to display SAPL screen on a consol
