Issue has been resolved. After debugging a bit I found that link to
eth was not detected -
"ethtool ethX | grep "Link detected:" | awk '{print $3}'"
Output - no
After resolving around this, I could get my IP resource up.

I chose my IP resource as 192.168.13.15, I had eth3 configured on
192.168.13.1 but it still failed with error -
