AFAIK you need to get yourself an alioth account and then ask Thomas to grant

Shortly following this e-mail there will be a sequence of patches that
implement the various components of this feature. Forgive me for
falling back to a distributed source control management style of
development, but svn.debian.org is not letting me log in to push my
changes back.
