I know I should use it only for development purposes and that's what I
am doing right now.
I have configured my cluster and a resource stonith_ssh. I configured
stonith_ssh to use the external IP address to connect to the other
server. When I ran: 'stonith -t ssh -p "nagios1.hq.xxx" -T reset

Just guessing, but your cluster does not know about those "external"
addresses, does it?
Sounds like you're only using one connection between the nodes for
cluster communication, pull that, see split-brain and want the cluster
to use a connection it does not know about.
But even if you configured

The cluster is under the impression it doesn't have quorum.

It is fixed. it is working now with four node, four resources group. four
virtual IPS, six LVM resource and six filesystem resource spread across all
four node.
Next step will be setting up nfs fail over that will be fun. I can't find any
NFS ocf script.

I have four node in setup lvm/filesystem resource works fine i.e it fails over
back and forth without problem
I am trying to configure now nfs resourece but I don't see any nfs RC script in
/usr/lib/ocf/resource.d/heartbeat dir.
I can't find any on google either can someone point me to right

Do you have defined FENCE as a reaction in one of your resource
operations? Without the resource definition its not easy to tell, why
fencing is not started.

I would just like to thank everyone who has helped me get HA (Pacemaker)
working. It works really really nice. You guys were right. It was a bug in
the RA. As soon as I fixed it, Pacemaker worked like a charm.
