In our test environment here, we have a mixture of 32-bit and 64-bit
systems and
EVMS and Heartbeat work beautifully on them.

anything is ha isn't loaded. It probably doesn't detect your plug-in and
since ha isn't loaded, it refuses to start.
I'm not very good a C programming but I'll take a quick look in the CSM
plug-in code to see what I could do.
