THANKS, IT WORKS NOW!  (Tzafrir Cohen made the same suggestion as well.)

The diff between the original /etc/X11/xorg.conf and
my /etc/X11/xorg.conf is:

The toggling between English and Hebrew keyboards now works (it is what
did not work previously).
The LED still does not work, but I can manage without this visual
indication of current keyboard status.

My problem was not with "special characters" but with the fact that I could not 
switch between English and Hebrew keyboards.
The si1452 Hebrew keyboard worked for me before, and I am used to it.  I see no 
reason to switch to the lyx keyboard.
