Hi Aaron,
1. generate locales:
edit /etc/locale.gen . Add your desired locales in there. Mine includes:
en_US.UTF-8 UTF-8
he_IL.UTF-8 UTF-8
he_IL ISO-8859-8
(Probably using UK instead
