I have been getting a oops ever since 2.4.4-ac17 right after the kernel loads

My previous patch was a fix, but (brown paper bag time) standard IDE
devices no longer called chipset init. People either had no IDE, or
were stuck in legacy mode. This fixes it.
This fixes the bootup oops with 2.4.0-test9-pre8 i reported
on lkml an hour or 2 ago.

On some motherboards the IRQs are shared by PCI slots, look out for that.
More importantly, if two or more PCI slots share the same Bus Master
Control Signal you are asking for trouble(assuming you are using both
slots)
