To send a fax using an external usb modem, I do the following:
modprobe uhci-hcd
modprobe cdc-acm
ted.
I am reporting this problem on the lkml because of a hint
that I discovered at this link:

Although this problem does not involve packet-writing, it may
be related to the cdrom code.
