I'm getting the same message with 2.4.0-test10 on a sis chipset. There
doesn't seam to be any other problems, and ide0 appears in
/proc/interrupts.

It is related to VGA card (at least on my system).
Enabling 'Assign IRQ for VGA' in BIOS causes the message to disapear.
