Mark function as static in lib/lru_cache.c because it is not used
outside this file.
This eliminates the following warning in lib/lru_cache.c:
lib/lru_cache.c:172:6: warning: no previous prototype for ‘lc_free_by_index’
[-Wmissing-prototypes]
