Try cat /proc/sys/net/ipv4/conf/*/forwarding. If any of them are 0,
then echo 1 > /proc/sys/net/ipv4/conf/all/forwarding.

There is certainly no Proxy ARP required here since you do not
do subnet sharing or funny games like that.
