kvm_arch_vm_ioctl_check_extension(), because it does
not have any relationship with device.
Renaming this function can make code readable.

For the 32 bits kvm migration, it needs to enable the vcpu events,

After this cleanup, we can simply call the ghes_notify_sea() to let
APEI driver handle the SEA notification.

Firmware will follow the SError mask
When kernel or KVM gets the NOTIFY_SEI notification, it firstly
