Turns out that gdm (and, I presume, kdm) are not-quite-so-thin veneers on top of xdm. One of the thicker pieces of their coverage is that they have their own config files for the servers that they bring up. Editing /etc/X11/gdm/gdm.conf got me the result I wanted.
