Now CONFIG_PM and CONFIG_PM_GENERIC_DOMAINS are enabled unconditionally for Renesas ARM-based SoCs, the legacy clock domain is no longer used on these SoCs. Remove the related support code, and stop entering drivers/sh/ on ARM.
