PM is enabled in this case, plugging in a USB device results
in nothing being detected. Everything works fine when runtime PM is not
enabled.

Hi all,
I'm not entirely sure when this started. I noticed it for the first
time last month when I replaced my PC, but I then checked a second PC I
have connected to another monitor of the same type and I saw the exact
same behaviour, so it's clearly been happening for longer than that.
