Well I don't know about the 400ms for low-speed (which might make sense for some 500khz 4bit CPU in a mouse), but the 100ms would definetly help the MemoryStick part of a DataFab ML4-USB to get going ! Recall: the DataFab ML4-USB consistst of a 4-Port hub, CF+SM+SD Controller + MS Controller (See list 10.1.02). After initial power-up the MemoryStick controller doesn't make it time (when you plug in the device all 3 components receive power at the same time, but the MS controller needs a little longer to get going and reply to urb's). Increasing the hub.c time fixes this broken device. btw.
