I have the same problem, but on completely different hardware. The problem is 
not caps lock itself, but turning off any keyboard LED. The LED is then off 
and the system does not respond. I can also reproduce it...
... by pressing num lock twice on the USB keyboard
... by pressing num (or caps) lock twice on a PS/2 keyboard (but when I 
unplug the USB keyboard this works fine)
... by pressing num lock once and starting X11 (because X11 turns of the LED)
... when I boot with init=/bin/sh

Note that it crashes only with the standard UHCI driver, when I use the JE 
driver it does not crash. 

My software is more or less identical to Davids (also a Debian unstable 
system); I have only tried the 2.4.4 kernel.
