I'm pretty sure it's not a dns problem. Even if I leave the server
for a few hours and do a dns lookup it's still pretty quick. It's all
done internally. The Internet is not involved here.

I have noticed the same thing with trac at work, with local file
authentication.
At a guess, it is some sort of housekeeping, maybe session tidy up?
I would suggest asking the trac developers.

sounds like a DNS lookup issue. When you have not used it for a while, the
cache of resolved addresses gets emptied.
tcpdump/wireshark might tell you what is going on..
