Under Mandrake it wasn't a problem, as the USB devices loaded after the PCI devices. But for some reason in SuSE USB devices seem to get priority in being configured. It would seem to me that detachable devices should load after PCI devices. This way you will almost always end up with devices that are always connected in the same place in the device tree. As it stands now, when the camera is connected first, it gets loaded first and the tv card doesn't even get loaded without being modprobed alive. It is a real pain in the rear, especially since I have to have two XAWTV configurations for the same devices.
