Seems that you don't have SYSFS attr either. Can you try to write a rule
which append options to ift-load from var. udev does not export all the
data is has. Try something like ENV{USB_BUS}=SYSFS{busId} or similar.

I have a Dell Inspiron 1720 laptop, running Ubuntu 7.10, x86_64. The
webcam, according to 'lsusb' is:
