[pfSense] whiltelist of mac address

hi , i want to create a whitelist of mac address on my own freebsd gateway, i want to use the rule like this below, 1 allow ip from any to any MAC any 2 allow ip from any to any MAC any 3 deny ip from any to any i found it works on pfsense, but it doesnt work on my freebsd, can someome plea
