limiter on an interface by creating a single rule above all the other

limiter and allow all protocols from any to any.

I have 2 boxes:
- VM's under ESX 5.1
- promisc, mac change etc enabled on vswitches (as requestet in docs)
- HA / CARP works fine, when pfsync is NOT enabled
but:
- when I enable pfsync, both nodes are in carp backup mode / VIP's offline
- I have tried to use IP instead if multicast on p
I can confirm this situation happening to me also.
