If you've got a little tingle, then it sounds like the neutral wire _is_
bonded to ground (or shorted to ground) elsewhere in the system, and your
lamp hasn't properly insulated its touchable metal pieces from its power.
Ground bonds usually don't see enough current to even register as a
tingle,
I have the wild leg 3phase in my small commercial building in Spencer, NY.
We just avoid that bar in the panel boxes as we have no 3PH equipment.
