I tried to go to the site you quoted but Firefox could not find the site.
I don't know what the voltage regulator you mentioned is exactly, but I
guess it is the usual sort used in cars and it regulates the output of the
alternator to around 13.5 to 13.8 VDC to top up the car battery.
