So it appears I violated the "stupid question rule".  After messing
around with it for a while this morning, and having a coworker do so as
well, we found that:
   a.  it seems to only be my computer with a problem
   b.  that by clicking on the Visual Studio icon in my task bar, the
system seemed to clear itself up.
   In my defense, I'm being put into a situation where I needed a quick
fix for a logging solution, and log4net seems like the best option.  

   Now as to why its doing this, I could not say.  I've installed a fair
amount of 3rd party SW, so something may be conflicting.  I may just do a
clean install of Visual Studio to clear this up and make sure its
soemthing that I need.  So if anyone has any ideas on that side let me
know.
